Originally used as a Mechanics Institute and designed by architect George Whitewick in the 1840's, the premises currently known as Pot Black has seen changes of use a number of times over the last 180 or so years. An extension was added in the 1850's to create a large lecture hall addition. By the mid 1870's the property was being utilised for entertainment in the form of a skating rink. Sadly in the early 1880's, the Mechanics Institute closed, and the property then was repurposed into a library by 1894. By 1976, the property was then being used as DVLA offices, followed by an additional of a snooker hall being added to the upper floors a few decades later. Uncertain of the exact year the snooker hall finally closed, the property was left empty for some time before a fire happened in 2006 (source: Plymouth Live).

The sale includes a neighbouring property which is incorporated into the design for the planning. The application can be found on the Plymouth City Council planning website under the reference 17/01770/FUL as "Conversion & part demolition of existing building to create 24 apartments (Class C3) and ground floor commercial units comprising Retail (Class A1), Financial and Professional Services (Class A2), Restaurants and Cafe (Class A3) & Bar (Class A4)" All planning history documents can be found under the property record.
